Getting started on your own website is a buttload of work =) But it's cool to have one because well.. Maybe you just like makin pretty things to show off on myspace and stuff =p
The first thing you should start thinking about is is what you're gonna name it.
Domain or Subdomain?
So Step 1: Think of a name!!! After you've thought of a name, figure out whether or not you want a domain name, or just a subdomain.
The difference between a domain and a subdomain is a subdomain is actually part of a bigger domain.
Domain names = Around 10$ on godaddy
Subdomain names = Free 99% of the time
Hosting
On to step 2!! : Hosting!! A domain name is just a name, but a host is what puts your site on the internet. You can go paid, or free. Paid gets better stuff, obviously, but free is free!

Awardspace.com <- easily the best free host. Allows lots of things, including PHP, FTP, more space and bandwidth, you can add your own ads!
Freehostia.com <- Also awesome, and a great host. Allows same things as awardspace, and brags to be super fast too!
Freewebs.com - a popular choice by many. I dunno why >.> Theres no FTP, you HAVE to have ads,
Geocities.com - For complete and total newbies. Includes a pagebuilder !
